The soldier had been shot multiple times and was visibly incapacitated — alive but unable to resist or flee. Fighters torment him on the ground before a final shot to the head ends his life.

Under international humanitarian law, a wounded combatant who is incapacitated and no longer poses a threat is hors de combat. This status is absolute. It does not require formal surrender. It requires only that the person is wounded and incapable of fighting. Killing a person hors de combat is a war crime under Rome Statute Article 8(2)(c)(i),applicable in non-international armed conflicts regardless of the victim’s affiliation.

The tormenting of a wounded, dying man before killing him constitutes a separate violation: outrages upon personal dignity under Article 8(2)(c)(ii), and cruel treatment under Common Article 3 of the Geneva Conventions. The filming and distribution of the act as propaganda compounds both violations.

Under Islamic law this is equally prohibited. A wounded combatant who cannot fight is not a legitimate target for execution. The Prophet ﷺ forbade mutilation, torment, and the killing of those who can no longer resist. No school of Islamic jurisprudence sanctions what is shown in this footage.
